The Alcorcón City Council, through its trading company EMGIASA, promoted a social program aimed at facilitating the use and habitation of Homes, the Exchange Plan, a Plan that was approved by the plenary session of the Ilmo. Alcorcón City Council, and whose requirements were approved by the Board of Directors of EMGIASA.

Rehabilitation
Royal Decree 106/2018, of 9 March, which regulates the State Housing Plan 2018-2021, is structured into several aid programmes for various housing-related actions, one of which is the Programme for the Promotion of Urban and Rural Regeneration and Renewal.
For this purpose, and once the agreements and agreements between the Ministry of Development and the Community of Madrid for the implementation of the State Housing Plan have been signed, the Community of Madrid declares the Urban and Rural Regeneration and Renewal Area (ARRUR) called "San José de Valderas" in Alcorcón, and Alcorcón City Council signs the agreements and collaboration agreements with the administrations involved for their participation in the granting of aid under this programme, with Alcorcón City Council as the Management Entity for the action.
The action integrated in the area of "San José de Valderas" in Alcorcón includes the rehabilitation of 250 dwellings and the amount of the budget destined to finance this call amounts to 1.000.000,00 euros.
Once the deadline for submitting applications has expired, the Regional Ministry of the Environment, Housing and Agriculture of the Community of Madrid will decide whether or not to grant or reject the aid applied for.

On 6 October 2021, Royal Decree 853/2021 of 5 October was published in the Spanish Official State Gazette (B.O.E.), the purpose of which is to regulate aid programmes in the areas of residential rehabilitation and social housing construction, within the general framework of the Recovery, Transformation and Resilience Plan.
This Recovery, Transformation and Resilience Plan includes the following programmes:
- Support programme for rehabilitation actions at neighbourhood level.
- Support programme for rehabilitation offices.
- Programme of aid for rehabilitation actions at building level.
- Programme of aid for actions to improve energy efficiency in housing.
- Programme of aid for the preparation of the existing building book for refurbishment and the drafting of refurbishment projects.
- Programme of aid for the construction of social rental housing in energy-efficient buildings.
Alcorcón Town Council has expressed its interest in the inclusion of this municipality in the PROGRAMME OF AID FOR NEIGHBOURHOOD-LEVEL REHABILITATION ACTIONS, established in Royal Decree 853/2021, of 5 October, in the area of the Community of Madrid.

La Oficina de Mediación por el Derecho a la Vivienda busca dar un asesoramiento jurídico personal, profesional, especializado y gratuito a cualquier vecina o vecino, cuyos inmuebles estén ubicados en el municipio de Alcorcón, y que necesite asistencia y asesoramiento sobre sus derechos y obligaciones derivados de préstamos hipotecarios o contratos de alquiler, ante situaciones como:
- Dificultades para hacer frente a los pagos de hipoteca o rentas de alquiler, necesitando un asesoramiento para la búsqueda de una solución a su situación de endeudamiento.
- Inseguridad ante la finalización de contrato de alquiler.

Swap Plan
As it is evident that, in the bankruptcy liquidation phase, EMGIASA could no longer continue to be the instrument for the development of said municipal social policy, the Alcorcón City Council, together with the Bankruptcy Administration, and after the corresponding requests and actions before the Judge of the Mercantil, nº 6 of Madrid, the Mercantile Judge dictates self-authorizing the sale of the homes subject to the "Swap Plan" to the Alcorcón City Council.
Said sale took place in two phases and the Alcorcón City Council signed the deeds of sale of 59 homes affected by this Plan.
