The virtual assistant based on Artificial Intelligence ( AI hereinafter) created by the Alcorcón City Council, (Ada hereinafter), is subject to EU legislation ( Regulation EU 2024/1689 ) which establishes harmonized rules on AI.
The EU AI Regulation, in line with the values of the European Union, aims to promote the adoption of human-centred and reliable artificial intelligence (AI). In line with this objective, the Alcorcón City Council has created its virtual assistant Ada.
Within the four risk levels of AI systems defined in the regulatory framework, Ada, as a mere information assistant or "chatBot", is classified as having limited risk. In this case, there is an obligation of transparency. Therefore, in order for citizens to be able to make an informed decision, it is expressly stated that they are interacting with a machine and that the text generated by Ada is artificially generated. Conversations with Ada are subject to human review.
Ada does not make decisions autonomously nor does it impact the fundamental rights of citizens.
Ada does not handle sensitive personal data or make decisions that may significantly affect the rights of individuals. Personal data should not be shared when interacting with Ada.
Although Ada is very reliable, Alcorcón City Council cannot guarantee the accuracy of all its answers.
Ada can be considered a "volunteer" who knows the workings of the City Council very well and provides her help selflessly but without any commitment, leaving the responsibility of checking the information provided to the citizen.
