Law 12/2022, of December 21, on Social Services of the Community of Madrid establishes the benefits of the public system of social services with a universal character and accessible under the conditions provided for in this law and in its specific regulations. The benefits are classified, by reason of their nature, as guaranteed and conditional and, by reason of their content, as service and economic benefits.

Social benefits are aimed at promoting autonomy, preventing dependency, promoting coexistence and the protection of children, social integration and the quality of life of individuals, families and groups.

The professional teams of social services will carry out the assessment and diagnosis of the situation or social need and the proposal of the indicated benefits, guaranteeing access to them in equal conditions. The granting and maintenance of the benefits may be conditioned, where appropriate, to the active collaboration of the users in the intervention or in the process of social integration, or their participation in the financing.

Primary Social Care

Description

Personalized information and guidance is offered on the programs, resources, benefits, activities and facilities for social care available at the local, regional and state level for the entire population.

This service includes the following actions:

  • Welcome the person or family making the request.
  • Carry out the detection and initial assessment of individual, family or group demand.
  • Inform people about their rights and the benefits that exist and about the necessary requirements for access to them.
  • Provide guidance on options and alternatives available to respond to the demand raised.
  • Channel access to other services or resources, if applicable.

Who is it addressed to?

General population.

Requirements

Reside in the municipality of Alcorcón.

How is it processed?

By requesting a prior appointment, by phone or in person, at the Social Services center that corresponds to the address of the person who requires the provision or service.

Description

Based on the assessment of the demand raised by the person and the detection of other situations of need, the professional, social worker, elaborates the corresponding social diagnosis and the social intervention program. Based on these elements, mainly the procedures for services that respond to the needs detected in people and/or referrals to specific services (dependency, legal advice, psychological care, specialized family intervention, employment, etc.) .

This service includes the following actions:

  • Welcome the person or family making the request.
  • Propose alternatives for action according to the assessment made, taking into account the available resources and the preferences of the person.
  • Design and implement, in agreement with the person or family, a social intervention program for each particular case.
  • Offer professional support in decision-making in relation to proposals.
  • Manage the requested resource, with the application of scales or other assessment instruments, taking into account the personal, family and social circumstances of each person.
  • Establish coordination with other professionals and services related to the intervention program.
  • Provide ongoing care, periodically evaluating the intervention program.

The municipal social services have a Legal Advice service where specialized professionals provide individualized advice on different matters (labour, criminal, family, leases, immigration, etc.) to the users of the municipal Social Services.

Access to this service is managed by the social worker who assesses the orientation needs of the users and proceeds to arrange a scheduled appointment with the legal advisors. Therefore, it will be necessary to request an appointment at the Social Services center.

Home Care Services

Description

The Home Help service aims to prevent personal and family crisis situations by providing a series of supports in the care of the basic activities of daily life. It can be provided in two modalities, Personal Attention and Domestic Attention, and can be provided alternatively or additionally based on the needs of the users.

Specifically in the elderly, the aim is to prevent the physical and mental deterioration that aging entails, facilitating the continuity of the social relationship of the elderly in their usual family environment, avoiding or delaying their residential entry.

Who is it addressed to?

  • People aged 65 or over, with problems of reduced or limited personal autonomy.
  • People under 65 years of age with disabilities recognized by the competent body in a percentage equal to or greater than 65% who, due to being affected by a chronic illness or other situations, have reduced or limited personal autonomy.
  • Family units with minors in situations of temporary crisis caused by the death or absence of parents or main caregivers, illnesses and temporary hospitalizations, serious coexistence conflicts, or various circumstances that make it impossible to adequately care for minors in the family environment.
  • Temporary situations of need for support for post-hospital convalescence of people without a family and social network, or overload.

Requirements

They must meet the following requirements:

  • Not having the situation of dependency recognized, or that, having it recognized, the service has not been implemented by the competent administration.
  • Reside and be registered the person in the municipality of Alcorcón.
  • At an economic level, it is established as a requirement that the family unit does not have movable and real estate capital equal to or greater than 10 times the annual IPREM of 14 payments (€81,062.80).
  • The service must be indicated as a suitable resource. It will be considered that this condition is met when, according to the application of scale A or B that appears in Annex I, the applicant reaches a minimum of 10 points for low intensity services and 15 points for medium and high intensity services. Of said minimum score, and if scale A is applicable, at least 7 points must correspond to section 1.- Difficulty in performing Basic Activities of Daily Living (ABVD)- of the same.
  • Scale A will be applied to situations with limitations for the basic activities of daily life, and scale B to family units with minors in a situation of temporary crisis.
  • When in the assessment of the situation of the applicants, it is deduced that the applicant presents a degree of limitation in autonomy or functional capacity that could be susceptible to being declared as dependent under Law 39/2006 of December 14, it will be essential requirement to request the dependency assessment. In order to grant the service, proof of presentation of said application will be required.
  • Not be receiving the service for the same purpose at the same address, by another Public Administration. Exceptionally, as it is considered for a different purpose, the personal care service may be provided to the applicant, even if another member of the uf receives the SAD service by Dependency.
  • Participate in the financing of the service, establishing a % copayment according to the economic capacity of the family unit.

How is it processed?

In the municipal Social Services Centers, by appointment, the social worker will inform the user of the procedure and requirements for access to each of the benefits, as well as the necessary documentation for its processing.

The duly completed and signed applications will be delivered to the Alcorcón City Council Social Services Centers, to the municipal social worker, by appointment, by himself or by his legal representative or, failing that, by any person designated by the applicant.

Necessary documentation

Applications must be accompanied by the following documentation:

  1. Photocopy of the DNI, NIE or passport of all computable members of the family unit (uf) Originals must be presented for comparison or certification.
  2. Photocopy of the family book, or birth certificates of minors, in the event that the service is provided to uf where there are minors. Originals must be submitted for comparison or certification.
  3. Medical report/health partner detailing the health conditions of the applicant, preferably issued by the regional Health Service or other entities or accredited health professionals, if applicable.
  4. Photocopy of the Personal Income or Wealth Tax Declaration corresponding to the last financial year, of all the members of the uf with a legal obligation to do so, or a negative certificate if they are not obliged to present it, if applicable. Originals must be submitted for comparison or certification.
  5. Documentation accrediting the real estate capital available from the uf, through bank documents or another that contains said information.
  6. Property registration certificate of the real estate of the members that make up the uf, if applicable.
  7. Proof of expenses of a periodic nature for the concepts of rent or mortgage loan of the first home, in the event of not having other homes, if applicable.
  8. Proof of other periodic day center expenses, temporary residence of a member of the uf, compensatory pensions in cases of separation or divorce, if applicable.
  9. Copy of the resolution of the degree of dependency and Individual Care Plan, of the members of the uf, if applicable.
  10. Copy of the certificate of disability of the members of the uf, if applicable.
  11. Interested persons may be asked to provide documents other than those listed above, in order to verify if they meet the conditions required to be beneficiaries of the requested benefit.

The applicant and the rest of the members of the uf, where appropriate, may authorize the Alcorcón City Council, to carry out the necessary verifications and consultations in files held by the different public Administrations, relating to data that directly affect in the concession of the SAD (INSS, Tax Agency, Cadastre Management,), in order to expedite the processing of the file.

Telecare is a personalized care and support service aimed at people at risk, whether for reasons of age, disability or dependency, which offers a permanent communication system, 24 hours a day every day of the year, attended by specialized professionals.

This service provides security to the beneficiaries and their families in the event of any emergency that may occur: falls at home, medical problems arising from their state of health, isolation and loneliness, etc.

Who is it addressed to?

  • People aged 65 or over, with problems of reduced or limited personal autonomy.
  • People under 65 years of age with disabilities recognized by the competent body in a percentage equal to or greater than 65% who, due to being affected by a chronic illness or other situations, have reduced or limited personal autonomy.

Requirements

They must meet the following requirements:

  1. Reside and be registered the person in the municipality of Alcorcón.
  2. Living or spending a large part of the day alone or in the company of people in a similar situation.
  3. Not having movable and real estate capital equal to or greater than 4.8 times the annual IPREM of 14 payments (€38,910.14). For the computation of the movable capital, the date of December 31 of the last fiscal year prior to making the request will be taken as a reference. In the case of financial assets and other movable securities, the redemption value will be computed on the date of the request and for real estate capital, the cadastral value of urban or rustic property that does not generate income will be computed, exempting the Habitual housing.
  4. Not having net income for all items and members of the family unit greater than:
  • 1 single person: €16,212.56 (2 times the annual IPREM of 14 payments)
  • 2 or more people: €20,265.70 (2.5 times the annual IPREM, 14 payments)

The annual income according to the income statement for the year immediately prior to the application will be taken into account.

In the case of applicants over 80 years of age who live alone or with other people over 80 years of age, they do not have to meet the economic requirements indicated above, points c) and d).

The municipal Social Services will study the advisability of implementing this service in those cases that, due to their special characteristics, advise against its installation.

The provision of this service means that the user must deliver a set of keys from his home to the company so that, in an emergency, they can access the home.

The service is free for users, with no co-payment requirement.

  • If the procedure is to be carried out by someone other than the applicant, in addition to the duly completed application and a copy of the applicant's ID, it must be accompanied by the representation authorization document established for this purpose.

  2. Have at home the necessary means to preserve and heat the meals delivered (microwave oven and refrigerator), in acceptable conditions of use and cleanliness.
  3. People who do not have the capacity to take care of the minimum preparation involved in the food provided will not be able to receive this service, unless a family member or trusted person formally agrees to receive it and provide it under the appropriate conditions.
  4. Participate in the financing of the service provided from the menu price, according to the economic capacity of the family unit.

Dependence

People who, on a permanent basis, for reasons derived from their age, illness or disability, and linked to the lack or loss of physical, mental, intellectual or sensory, require the attention of another person or persons or important help to carry out the basic activities of daily living (ABVD) or, in the case of people with intellectual disabilities or mental illness, other support for their personal autonomy.

The Law contemplates the following benefits for dependent persons:

  • Telecare.
  • Home help (household needs and personal care).
  • Day Center Service.
  • Residential Care Service.
  • Economic benefit linked to the service (Service Check).
  • Financial benefit for personal assistance (grade III).
  • Economic benefit for care in the family environment.

To start the procedure for assessing the situation of dependency, necessary for access to the benefits included in the Law on Personal Autonomy and Care for People in a Situation of Dependency, you can go to the municipal Social Services centers so that the person or the legal representative makes the request according to the established models and providing the required documentation essential for the start of the administrative file.

People recognized as being in a situation of dependency may request a review of the degree of dependency, as well as of their Individual Care Program (PIA), when they consider that there has been a considerable variation in their health situation or their environment. The beneficiaries of a service or provision may also request a review of their economic capacity.

  1. In order to request a review of the degree of dependency, at least six months must have elapsed since the previous assessment was made. Along with the application form for review of the degree of dependency, it is necessary to submit an updated health report. This procedure can be carried out by the person concerned without going through Social Services.
  2. The review of the Individual Care Program (PIA) can be carried out at the request of the interested party or his representative, when there is a change in health conditions or in the situation of the environment that justifies a modification of the service or benefit that he enjoys. This PIA review request must be made through the municipal social services, which may provide information and guidance and propose the most appropriate service or provision for the new situation. It is also possible to review the PIA ex officio as a result of a review due to aggravation, when it is necessary to modify the recognized service or benefit, due to having a more appropriate modality, due to circumstances that advise the review or due to transfer from another Autonomous Community.
  3. The review of economic capacity.

At the request of the interested person, a review of the economic capacity can be requested:

  1. When at least one year has elapsed since the resolution of the procedure and their economic capacity has decreased by more than 25%, when they prove that their economic capacity is less than the amount of the Multiple Effects Public Income Indicator (IPREM) or two times said amount in the event that the service established in your PIA is residential care.
  2. When you are awarded a place in the service established in your PIA, provided you have spent a year or more on the corresponding access list. This procedure can be carried out by the person concerned without going through Social Services.

Ex officio review: When there is a review of the recognized degree of dependency and/or of the Individual Care Program or when the competent body in matters of dependency detects variations in the economic data used to determine economic capacity.

Other Care Resources for the Elderly and with Disabilities

Description

The Community of Madrid offers the elderly the possibility of accessing a temporary stay in a residential center when certain transitory family circumstances occur (hospital admissions, maternity, travel...), which prevent the family from devoting care necessary to their elders.

It is also possible to request a temporary stay in cases of convalescence of the elderly, as long as they do not require hospital care.

The maximum duration of the stay is two months, although, exceptionally and with prior justification of the cause, it is possible to extend the stay for another month.

Who is it addressed to?

These places are aimed at autonomous elderly people and those recognized as dependent when any of the following circumstances occurs:

  • Illness, accident or surgical intervention of the person who cares for the elderly person.
  • Works or transfers of residence of the family caregiver.
  • Care for the elderly during their convalescence, when they do not require hospital care. Rest and support from family members and caregivers.
  • Other causes that temporarily prevent the care of the elderly in their own home, provided that the return of the elderly person to their usual environment is guaranteed.

Requirements

  1. Being Spanish or a foreigner residing in the territory of the Community of Madrid, or a foreign transient residing in any territory of the European Union, who is in an evident state of need, assistance and social protection.
  2. Foreigners not residing in the EU may access the centers, in accordance with the provisions of current international treaties or as established by law for those who are in a recognized state of need.
  3. Proof of residence in the Community of Madrid for the last two years immediately prior to the application date.
  4. Be 65 years old at the time of applying for admission or 60 years old in the case of people in a situation of dependency. The resident's spouse or common-law partner may enter the residence, provided there is a justified reason and they are over 60 years of age.
  5. Not suffer from infectious-contagious disease or any other that requires permanent and continuous attention in a hospital center.

How is it processed?

The application to access a temporary stay place is made at the corresponding municipal Social Services Center, according to the registration area.

Necessary documentation

  1. Photocopy of the applicant's DNI or document proving identity, in case of not being Spanish (if the citizen authorizes his consultation in the application form, his contribution will not be necessary).
  2. Original or certified copy of the registration certificate, which proves the legal residence of the applicant in a municipality of the Community of Madrid, during the two years prior to the date of the application.
  3. Certificate of pensions received (if the citizen authorizes their consultation in the application form, their authorization will not be necessary).
  4. Personal Income Tax Declaration of the applicant, or failing that, data available to the Tax Agency, referring to the last fiscal year (if the citizen authorizes their consultation in the application form, their authorization will not be necessary ).
  5. Medical report in official model.
  6. Social report in official model.
  7. Authorization notification of the applicant (only in cases of notification to a person other than the applicant or legal representative).
  8. Authorization to consult personal data and submit the application (in the case of applications with second applicants).

Description

Social emergency aid is one-off, non-periodic, exceptional economic benefits recognized in the Public Social Services System granted to individuals or families to facilitate their social integration, support the care of dependent persons, alleviate transitory situations of need or guarantee subsistence minimums.

Access to these aids requires an assessment of the family situation by a social worker, as well as compliance with the socioeconomic requirements established in the regulatory Ordinance, for this type of benefit.

In addition, they are established as an instrument of social intervention, in any of the following areas: relational, labor, educational, economic, health, etc., which would imply an improvement in the living conditions of the recipients.

There are two types of financial aid:

Social Emergency Fund:

  1. Socio-family aid for food and basic necessities: intended for food, among which is especially infant food, in order to allocate them to the maintenance of the family group. As well as personal and domestic hygiene products.
  2. Housing aid: those related to the use of the habitual residence for payment of bail, rent, mortgage, community of owners, eviction, those destined to cover small conservation and maintenance works to maintain the basic health conditions of the habitual residence, Acquisition and repair of basic household equipment.

  7. Other basic aid intended to cover other exceptional expenses, not classified under the previous headings and which are considered necessary by the social worker within the social intervention process.

Support Benefits for Minors:

  1. School canteen: aid to cover the costs of using school canteens, through payment to public educational centers, including public nursery schools, aimed at favoring and protecting minors from families with special socioeconomic difficulties.
  2. Child schooling: aid for nursery and/or public nursery schools, aimed at favoring and protecting minors from families with special socioeconomic difficulties, through payment to educational centers.

Who is it addressed to?

  • People and/or families in a situation of economic vulnerability.
  • Minors enrolled in educational centers for families in a situation of economic precariousness.

Requirements

General requirements:

  1. Be over eighteen years of age or an emancipated minor.
  2. Reside and be registered on the date of the application in the municipality of Alcorcón, except in those exceptional cases in which due to supervening necessity they require urgent and immediate attention in Alcorcón, duly justified by means of a technical report.
  3. Lack of sufficient income or income and, being in a situation of need: it is considered that there is a lack of sufficient income or income when the individual or the family unit, as the case may be, does not obtain a net monthly income greater than that established in the economic scale of the coexistence unit established in this ordinance.
  4. Not having access to other aid from other Public Administrations or own resources that cover the entire need for which the benefit is requested.
  5. Constituting the aid a technically indicated resource, according to the technical assessment of the municipal social worker.
  6. Specific requirements for dining room and nursery school aid:

  1. Have been granted a place in the educational center.
  2. Families that may be entitled to a reduced price according to the call of the Community of Madrid (RMI, victims of terrorism, foster care and family per capita income less than the amount set in the annual call, IMV, etc.), have the obligation to Present the documentation at the educational center that grants you such right and they must prove it to us.

  1. Photocopy of the DNI, NIE or passport of all computable members of the family unit, originals must be presented for comparison or certification.

  3. Proof of economic income of the coexistence unit:
    • Pension and payroll certificate.
    • Certificates of benefits: unemployment, subsidy, RAI, RMI, IMV, etc).

  4. Treasury certificate and/or the last income tax statement presented.
  5. Copy of the regulatory agreement or separation sentence where the alimony pensions for children or compensatory pension are reflected. The electricity social bonus regulations establish a series of conditions that must be met by all users who want to apply for this aid:

  • The applicant must be the holder of the electricity contract.
